Glenda, in Outlook 2003, you can set the Junk Mail filter options to block foreign messages. Click on ACTION|JUNK EMAIL|JUNK EMAIL OPTIONS and select the tab for INTERNATIONAL. Open both the options on that page and select the countries you wish to block.
