Just playing here, because I use OE for personal mail and Outlook for 
corporate, but I'm using separate contacts folders in 2003 for other reasons 
and it seems to work for this too ...

Select the contacts view, then create a new folder.  Name that folder 
"Distribution lists".
Drag/drop your distribution lists out of your main contacts folder to your 
distribution lists folder.

When you are creating mail, use "To" and select the distribution list folder 
as the source of info, or just type your distribution list name into the 
address field.

(Looks as though it's going to work, although these are dummy contacts that 
I've knocked up in an off-line copy of Outlook.)
