[mso] Make records in access editable, but NOT allow new records?

Hello. An Excel (Excel 2000) file contains records that are beginning to get
out of control for me (too many!), and I wonder if is possible to do this
things in Access:

Can the Access data file be kept at "editable" but *no* new records can be
added? Possible?
