Mine (W98SE/Excel 97) seems to do that overy once in a while. It appears to be associated with my scroll wheel on my mouse. Try playing with that to get it back to normal. I also try pressing both mouse buttons at the same time. Some combination of the above usually gets me back to normal operation.
