Try to save as Text (MS Dos) by default it should use a comma as a separator

I think I have a  problem:- no comma separators in an Excel 2002 file 9
(on Win XP) that I save as .csv (tried all options) 
I need these or other separators to  import the file into another
program.(i.e. when I paste data from the spreadsheet into Notepad no
commas are visible) 
I have changed the options in "International Settings" to give a space
for 1000's separator but still no luck?
