Robert, You have to get the hang of two things to make this work: (1) Most uses for conditional formatting will format a cell based on its own contents, but it is possible to base it on the value of another cell, using relative referencing. In the CF dialog, you simply have to change the reference from 'cell' to 'formula' and then type your formula in the field which appears. Excel help is quite good on how to do this. (2) Conditonal formatting can only work on a maximum of 3 conditions, so you need VBA to do the job for you when you have - say - 18 conditions to apply.
