[mso] Defragmentation question

  I have an older Gateway PC running Windows 98SE that is networked to a newer 
PC running Windows XP via an ethernet router. As part of routine maintenance 
I've tried defragmenting the single hard disk (C:) on the older PC and so far 
I've been totally unsuccessful with the defragmentation. Here is what happens.
   
       After I've initiated the disk defragmentation utility, the basic defrag 
window appears and I click on "Show Details". The larger detail window appears 
and what I observe in the lower left hand corner of this window are alternating 
instances of the following two text strings: "Reading drive information..."  
followed a few seconds later by, "Drive's contents changed: restarting...". 
These two messages will alternate forever until I run out of patience and stop 
the defragmentation. I've concluded that some application is running in the 
background and somehow changing something on the disk.
   
       I then did a "Ctrl-Alt-Del" to view the list of applications running and 
have not identified anything that appears to be interferring with the defrag 
operation. I also disabled the screensaver thinking that this might be changing 
the contents of the hard disk but the behavior remained the same.
   
       At this point, I'm completed frustrated that I cannot perform a disk 
defragmentation on this PC. Does anyone have any idea what exactly is happening 
and what I can do to successfully perform a disk defragmentation?
