[mso] Apparent PhotoDraw problem (Office 2000)

I have been using PhotoDraw 2000. Today it will not work; the last thing I
did really was ScanDisk and Defrag.  I now get the message:

Unable to start this application.

I rebooted, hoping that would correct it. No change. I ran McAfee which says
I am ok, and Spybot also gave me a clean bill of health.

Scandick and Defrag won't affect PhotoDraw like this, or will it? All the
other programs, both Microsoft and genealogy programs run just fine. Can
anyone suggest a clue please, or even how to correct this?

I don't like reinstalls, but is it my only option?
