Thanks to Ray and Anthony,

The first question is answered- can XP Developer deploy applications to
Windows 98 and the answer is Yes.

Anthony's point on the installation routine is my next concern, but
until I have the developers edition I can not start testing this.  I am
still hoping that the Client will upgrade a machine for the job, but who
knows what Clients are thinking....
