[msexchange] limit send to to one mailbox

I am being asked to create an address for users to be able to "send =
from" anonymously. They only need to send to one user in the =
organization so I would like to limit the anonymous address to only be =
able to send to that one user. I would like to do it without having to =
touch every other mail account if anyone knows how to do that?
