Assuming that you haven't got a hobbing machine, or as Tim says, CNC, then
an independent variable speed drive to the leadscrew sounds the easiest way.
Simple (??) to do with an electric motor fitted with variable supply.

If you needed it linked to the spindle, a gear train off the spindle could
actuate the speed control.

I can imagine a purely mechanical system, but would hate to work it out, and
even less, to make it!

Personally, I would vary the C and not the L. Much easier!
