Ken,

Spring steel is not real hard and can be machined with HSS if you are 
careful.  You do not
mention the size of the material, but spring steel can be cut with a 
hacksaw.  I would suggest
using an old blade where the ends are still sharp enough.  You can drill 
it with a short drill
that has the web thinned.  Center punch the material heavy, run low 
rpms, and use
a good cutting oil with heavy down feed pressure.  If the drill rubs, it 
will work harden
the material.  

The suggestion of the dremel with the cut off wheel is good.  

Carbide works the best imho.  You can cut the extra off with a small 
carbide end mill,
and plunge a hole in the end of it.
