[mira_announce] Preview version for MIRA 3.9.2: compile test

Dear all,
I will release 3.9.2 this week-end. The 3.9 series being quite fresh, 3.9.1
uncovered a couple of compilation problems on platforms I could not test
beforehand. I want to minimise this for the next release. Therefore, interested
users can download the current development snapshot which should become 3.9.2
and compile themselves.

The tar contains a file (README_build.html) which has everything I can
currently say about compiling yourself. The same is available in the online
documentation for the development version:

Please report any compilation or other problem to me (well, success stories are
also welcome :-)
