I figured it out. Let me see if i can explain my problem and the solution.
(1) We used to be able to sync ringtones between itunes and iphone with iPhone
connected.
(2) That can no longer be done; there was an announcement about this but I
don't remember exactly when. The ringtones no longer show up in your actual
iTunes library and at least in my experience don't play if you open them in
iTunes.
3. My problem was that the article whose url I will paste below said to drag
the tones from the itunes sidebar to the iphone when the iphone is connected.
Some on this list said to copy and paste from the folder where the tones are
but I didn't understand where to paste them.
4. Solution: select your ringtone files from wherever they are on your
computer. Copy them. Then in iTunes with your iphone connected, go specifically
to your iphone device and go to tones in the table. Do not try to paste in the
scroll area but where tones shows in the list. I am sure that was what was
meant by those who tried to help but I was confused about this. I now have my
ringtones.
