I didn't have a problem with my old IMac in tiger or leopard but perhaps
it's got something to do with the new IMac? I just typed in a letter or two
of my city and got it.

Subject: [macvoiceover] setting time on a new mac

Good morning all. I have purchased a new IMac and love the thing. I
have noticed however that with leopard and voiceover it's impossible
to set the time zone. I seem to only see west coast cities and can't
get to new york. I am gathering this is a problem with leopard and
voiceover because I didn't have this problem in tiger. Any thoughts?
thanks.
