Carla, to turn images and pictures on do the following.
When in Safari press command-, to open the preferences dialog.
Press Vokeys-home in your case I believe it's vokeys-function-left  
arrow for laptops. this will bring you to the beginning of the dialog.
Use vokeys-rightarrow to move to the apearance tab and press vokeys- 
spacebar to click the tab.
Use vokeys-right arrow to find the check box taht says show images  
when page opens and press vokeys-space to check it.
close the window with command-w.
this should solve the problem.
