Okay, now I am on my 2012 Macbook Air running 10.12.3 and using the built-in
keyboard. When interacting with the messages table, cmd-up-arrow and
cmd-down-arrow do work for me. In case it matters, system preferences >
Keyboard shows the checkbox for fn keys as standard keys as checked. I realize
your mileage may vary; I'm not contradicting that but just confirming that for
my Macbook Air in Sierra these key combinations do work for me as well as on my
iMac.

Oh, if I don’t use VO, it doesnt’ take me up and down, with just the reported
home and end keys that key describer says FN left and right represent, seems
like it needs the VOiceover cursor to do the heavy lifting.
