Yes, iOS 12 in general did something to the continuous read option or
general focus issues. In the News app, for example, your focus will
unexpectedly go back to the top of the screen. It's really really annoying.

Voiceover will start reading and for seemingly no reason the web address
will be spoken. The only way I can find to stop this is to get far enough
down the page and then it reads fine.
