Actually, I've found a better solution. I can have her create a new account and she can use imap, which actually is the default for gmail anyway. She'll have to make sure she has that enabled on the website. Then she can either keep the old pop account also but not have it used to check for mail and then go back to using it after she again gets a faster internet provider or she can delete the pop account completely and switch completely to imap. Either way, under Advanced under accounts for imap, there is a pop-up for "keep all messages for offline viewing and one of the choices allows the message to be kept but the attachment to be omitted.
