Just because VO cannot be scripted, doesn't mean that scripting cannot be used to improve accessibility. For example, I've written an Applescript for Twitterific that, when run, announces the timestamp of the currently selected message. This script uses the system voice to speak the announcement, and is a perfect example of what can be done without needing to script VO.
