It is an App in your Applications folder or also on your Menu beside Universal access, displays, Bluetooth, system volume etc. I have an external usb drive for my backups. I used to have Time Machine backing up automatically but now do it manually through the ™ Menu. You can see the Backup drive in finder beside other drives such as the Mac HD. It is very easy to do. I also keep other files on this external drive alongside the ™ backups.
