[macvoiceover] OT FN keys on a Win 7 machine

I am sorry for the off topic, but I am not a part of any Windows lists, I have
a new Dell laptop for my wife, and the function keys require that you hold the
FN key in order for the function keys to act normally. How do I get this so
the F4 with Alt will close a program without having to hit the FN key?
