Hi Russell

Are you using the VO keys with the period key alone, or are you trying 
vo-Shift-Period? I found that I could only do it by focusing on one of the 
mailboxes already in the favourites bar, and then using VO-Shift-Period to drop 
the item ahead of the VO cursor. I got the same message as you when I used just 
VO-Period. I think VO-Shift-Comma would also work, but I haven't tried that.
