[macvoiceover] How can I change keyboards language?

Hi all again!
I have a question, if you have any idea of how or where I can change the
language of the keyboard? A friend of mine just got a Mac and he selected a
wrong keyboard during the setup process. He selected just spanish and he needs
international spanish. If someone could help us, I would appreciate it very
much, I can't find it in system preferences.
