I wish I could tell you definitively how I did this but it is possible to drag
your signatures in Mail.

I found a tip when I googled that said you should disable and then re-enable
your account in Mail > Preferences > Accounts > Advanced. So I disabled my
account, saved the changes when the dialog came up when I closed Preferences,
and then closed mail. I re-opened Mail, enabled the account and again closed,
saving changes when the dialog came up, quit and restarted Mail. All of this
may not be necessary. I then went into Preferences > Signatures and to "all
Signatures". I went into the Names table and selected all the signatures. I did
try to move the mouse but finally decided that if they were all selected as
shown by vokeys-f6, I could try it. I then did cmd-vo-shift-space and got a
message about mouse down though I think it only mentioned one signature or part
of it. I turned cursor tracking off, when into the signatures table to the
account I wanted to have the signatures in, and lined the mouse up on gmail
using cmd-vo-f5 and then vo-f5 to check. It is important to make sure the mouse
actually is there. I then again did cmd-vo-shift-space; I think I heard
something about "mouse up and the account name". Then I turned cursor tracking
back on. All my signatures now showed up under all signatures and under the
account.

The only strange thing about this is that the first time I got this to work, I
closed the window and went to do an email and none of my signatures were
availabel. When I opened the preferences again, the signatures were gone from
the account again. The next time I did it, I actually selected all the
signatures again once I got them to gmail; then went into the text and
highlighted the one whose text showed. Then I left the window open while i
opened a new message window with cmd-n and actually started an email and chose
a signature. I then went back to the signatures window (cmd-accent) and
permanently chose a signature in Preferences, though of course all of them are
still available. After doing all of this, I finally closed the signatures
window. Since then I've quit mail and restarted it and my signatures are still
there. So I know this does work but don't know what made them disappear after
the first success but kept them from disappearing the second time. At any rate,
it did take me several tries to get the drag-and-drop to work, partly because I
goofed up the sequence a few times and partly just because the drag and drop
seemed not to work. But if you are patient, disable and re-enable your account
first, and keep trying, it is possible. I recommend just selecting them all and
dragging them; then you can always delete ones you don't want. Also, you
probably want to make sure mouse-keys is off when you attempt this.

Btw signatures in preferences didn't make mail crash when I was doing all this
so maybe the problem is finally fixed.

Hth.
