The worst thing for me is that it now takes 10 seconds to increase or decrease
the volume when it used to take 1 second with the touch of a key.

Remember that for VoiceOver toggling purposes, pressing the touch ID key
or SIRI key, as it's also called, three times will do the job. It's the power
button on the top right corner of the keyboard or the furthest right on the
touch bar.

Because I didn’t know where the F5 key was I was unable to do FN F5.
I am asking all of these questions because I am about to buy a new Mac, but
the set up I need is only available on 15 inches and the 15 inches is only
with Touch Bar.

I have no problems with it. You hold the FN key down with any VO command
involving the touch bar and it works fine. Remember that you have to treat
it like it's an iPhone screen. So, flicking and double tapping are your
best ways to approach it. Also, the regular functions for an app that are
available via the touch bar are handy as well, and one can customize the
touch bar.
