Open settings open notifications find your app and enable notifications for it

I'm trying to figure out where to go in settings to get push notifications back
on to my new phone. New York Times is coming through and that is all. I cannot
find any difference in the settings between Europe times and some of the other
apps I want to be notified about. Any suggestions?
