It is going to sound like a basic step, but did you try disabling the
dictation feature and then reenabling it again?

the accessibility preference pane, the advanced commands component for
dictation.
When attempting to execute dictation by double-pressing the fN-key, I
sometimes get a delay. Further, when voicing my command sometimes dictation
will execute my request, but most times it does not.
Does anyone have any ideas on what could be causing this delay? I think that
voiceover might be interfering with the use of dictation, but I’m not
completely sure because when disabling voiceover, the same issues persist.
