I still suspect this to be an windows issue.  are you sure you have all the
latest updates installed and that there are no corrupt files in your network
stack:

I've seen network issues when something happens to the winsoc and it has to
be restored.  You might also check to see that your windows firewall
settings haven't been somehow messed with.  Infact, if you have wfw on, turn
it off completely and then try the install.
