Please share the following message with your constituents who may have responsibilities for reporting data in to the Michigan Student Data System (MSDS) regarding students with Individualized Education Programs (IEPs).

A new characteristic (formerly known as a field) relative to special education has been added to the Michigan Student Data System (MSDS). It is in the Initial IEP component.

Date of Parental Consent. This is the date on which the entity received the signed Parental Consent to Evaluate for an initial evaluation for special education and is the beginning of the 30 school day timeline for completion of the initial evaluation and IEP.

Completion of this characteristic is required for all initial IEPs. Report the date in the MSDS during the collection cycle (fall, spring, end-of-year) in which the timeline began.

If the Date of Parental Consent occurred in one collection cycle and the initial IEP was completed in another, report the Date of Parental Consent both in the collection cycle in which the timeline started AND the collection cycle in which the IEP was completed.

For example: a district received a signed parental consent to evaluate on September 20, 2009, but the evaluation and initial IEP were not completed until December 15, 2009. Report the Date of Parental Consent in the Fall 2009 collection. Then report it again in the Spring 2010 MSDS collection cycles when you submit the rest of the Initial IEP information.

These data are sent to the US Department of Education in Michigan’s Annual Performance Report. The data are also used for district-level Public Reporting and for district-level Determinations.
