You should check NASA TV. Most of their programming is Public-Domain, and
their main features like “This Week at NASA” can be downloaded off of YouTube.

Anything like that that is turnkey to use… In the radio business this was
quite common place. The feature had a national sponsor, you got the feature
on a barter basis. just play the whole thing including their sponsor
advertisement. Of course you could sell your own local sponsor as well.
I am very surprised no one is doing something like this, and think there’s a
opening and a good opportunity to produce some things that many TV stations
would love to grab and air especially on those slow news days or weekend news
casts
