The Blonder-Tongue encoders also need an external unit for proper ATSC
operation, but some models like the HDE-4S-QAM and the HDE-2H2S-QAM have both
SDI and composite inputs for video and can do HD as well. Also, they can
accept composite video from an EAS decoder to display on all channels. Both
are really more of the back up unit variety, primarily due to only providing
608 captioning at best, but can be used where captioning is not required as is
the case from small networks or local programming.

I don't really know if Pico can generate the minimum ATSC tables, but probably
not as they are pretty cheap units. Seems like there was some chatter on here
a long while back about Blonder-Tonugue equipment having that ability though.

One nice thing about these is they have an easy to use EAS input. Just
Composite video/Analog audio with contact closure contacts.
Note the value that it comes with a power cord!
