I don't understand the Asian bit.  News tonight says the 27 year old  victim 
was a Brazilian who did not speak English and probably did not understand  the 
Police directives to stop or be shot.

That's an interesting statement by the police; I don't see how  they
can know.  (The shooting was a result of the guidelines in  The
Guardian piece -- 1 below -- but doesn't, I'd say, follow them.)
I am  slightly surprised they said it so categorically so fast, as it
heightens the  possibility that the police
involved will face murder  charges.
