Soroush was living and working in Iran at the time
Robin Wright was writing her book, in the late 1990s.
He was teaching in several universities in the US in
the early 2000s, but apparently still visiting Iran.
There is a report from December 2004 saying that 
"A speech planned for Dr. Abdol Karim Soroush in the
city of Ghom was violently broken up and this
dissident philosopher and thinker was detestably
assaulted."

I haven't been able to find out where he is located
now. There is an interview on the site dated from
January this year, titled "Never in Iran's History has
Philosophy been so Political." This sounds like he
might be in Iran again, but I don't know for sure.
