[lit-ideas] A problem with modern armies?

Looks like going to war with the army you have and not the army you want to
have, not to mention losing with the army you have, not with the army you want
to have, is contagious. What say you, Eric? Is it only offensive wars that
this maxim applies to? Presumably Rummy will be invading Iran with the army he
has, not the one he wants to have too.
