I thought the use of 'substance' by Westminster  boys is witty. Where do 
they learn those things? 

Anyway, consider that  Witters has gegenstand 'bilden' the 'substance'. He 
possibly did not realise  that there is cacophony there:

gegen  stand

gegen as in  a-gain. i.e. counter

stand, possibly same IE root for 'stans' in  substance. Odd.

"Welt" ends to ruin the complex.
