Russian in China to plan war games New Feature

BEIJING Russia's military chief, Yuri Baluyevsky, advanced plans with Chinese 
officials this week for upcoming military exercises between the two countries 
but sought to play down any concerns that the two countries' first-ever war 
games could exacerbate rising regional tensions.

Baluyevsky, on a four-day trip to China, said the joint exercises reflected a 
shared desire by both China and Russia to develop closer strategic military 
ties and are "not targeted at any third country," according to Chinese state 
media. He also denied a report in the Russian press that China hoped to use the 
operation as a training exercise for possible military action against Taiwan.

The general's arrival in Beijing comes as tensions over security are growing in 
East Asia. On Monday, China passed a so-called anti-secession law that could 
authorize Chinese leaders to begin a military attack if they believe that 
Taiwan is moving too far toward independence.

The United States, Taiwan and Japan have criticized the law as unnecessary and 
provocative at a time when relations between China and Taiwan appeared to have 
been warming. But the Russian ambassador in Beijing told the official Chinese 
media that his country welcomed the law as a tool to maintain peace.

The joint military exercises are the first China and Russia have engaged in and 
are part of a growing effort by China to improve its armed forces by conducting 
operations with other nations. Last year, China and India conducted a limited 
joint naval exercise, while China also has held exercises with Pakistan.

"The Chinese have become much more comfortable with the idea of multilateral 
solutions, and to having foreign troops on their territory," said Robert 
Karniol, an Asia expert with Jane's Defense Weekly.

China's military modernization, financed by annual double-digit increases in 
government spending, is the subject of growing concern for the United States 
and Japan. The war games are scheduled for later this year, possibly in autumn, 
on a peninsula that juts off China's northeastern coast into the Yellow Sea, 
state media reported.

The scope appears to be limited, with the official Chinese press this week 
reporting that each side would have only 100 participants. Yet the same reports 
noted that the exercises would be a coordinated operation involving the army, 
navy and air force, as well as submarines.

"Russian paratroopers, marines and other forces will take part in the 
exercise," Baluyevsky told state media. 
.
The joint exercises were first announced last December and are part of a 
broader effort of cooperation by officials in Russia and China. 
.
On Monday, Prime Minister Wen Jiabao of China said, "In recent years, 
Chinese-Russian relations have had their best ever period in history." 
.
But Shi Yinhong, an expert on international relations at People's University in 
Beijing, said that image of growing closeness should not be overstated. "There 
are people, mostly outside the military, who want to depict this as part of a 
new strategic partnership," Shi said. "But I think, on the contrary, the 
relationship is much more complicated than this outward image of strategic 
cooperation." Indeed, China's economic rise has engendered the same envy and 
wariness in Russia as in other Asian nations.

Earlier this week, the Russian business daily, Kommersant, reported that China 
had quietly shifted the focus of the military exercises from antiterrorism 
drills to a simulated attack on Taiwan. Baluyevsky denied the report in both 
the Russian and Chinese media.
