Correctie mengenai konflik dgn Malaysia:
Yg diributkan adalah pulau Ambalat yg ada didekat Sabah. Dibawah ini versi 
Malaysia dan versi Indonesia. Jadi bukan Ligitan dan Sipadan yg saya kirimkan 
sebelumnya. [Sorry]  Peta dari Ambalat tidak saya ketemukan jadi saya tidak dpt 
berikan komentar.  Penunjukan force dari Indonesia memang ok dan diperlukan 
dalam hal ini, dan tidak saya salahkan. Tetapi kalau kekuatan AB masih tanda 
tanya - apalagi kapal AL kita atau AU kita masih melempem kita harus bergerak 
sangat diplomatik.
AU Malaysia sudah menerbangi daerah ini tanpa dpt dikonfrontasi oleh AURI sudah 
suatu tanda weaknes AB Indonesia. Kalau nanti AL Malaysia masuk daerah lautan 
Ambalat tanpa dapat dikonfrontasi keadaan lebih sulit lagi.  Kalau ini terjadi 
de facto pulau ini ada didalam tangan Malaysia dan hanya juridisch masih harus 
diputuskan di International court [Perjanjian Indonesia -Malaysia]

Two new oil and gas blocks in eastern Sabah are ours, says Zainal

KUALA LUMPUR Sept 30 - Two new oil and gas blocks, designated as Block ND6 and 
Block ND7, located offshore in eastern Sabah belong to Malaysia, said Foreign 
Ministry Parliamentary Secretary Datuk Zainal Abidin Osman Thursday.

He said that based on the new map of Malaysia published in 1978, the two blocks 
are within the country's territorial sea and continental shelf.

"The Block ND6 and Block ND7 are ours, consistent with the Convention on the 
Territorial Sea and the Contiguous Zone 1958, the Convention on the Continental 
Shelf 1958 and the Customary Law principles," he said, commenting on the 
so-called overlapping claims by Indonesia.

Indonesian national oil company, Pertamina is reported to be planning to award 
exploration contracts at the end of the month for an area, which clearly falls 
within the two blocks, ahead of Petronas' plans for the area.

A few months ago, Petronas called for major international oil and gas companies 
to bid for the two blocks, located between 100 km and 150 km offshore of Tawau. 
It plans to award production sharing contracts (PSC) for exploration in the 
very deep water of the Sulawesi Sea before the end of the year.

Speaking to reporters at the Parliament Lobby here Thursday, Zainal said these 
principles were also consistent with the United Nations Convention on the Law 
of the Sea 1982.

"I wish to emphasise also that the matter reported is not about the issue of 
overlapping territory because the two blocks are clearly within our continental 
shelf," he said.

Yesterday, Deputy Prime Minister Datuk Seri Najib Tun Razak directed Wisma 
Putra to find out whether there is any truth on the overlapping claims as 
reported in the New Straits Times.

The newspaper, quoting industry sources, said Indonesia began negotiations with 
several companies this month for a direct tender for exploration works in what 
is known as the East Ambalak block.

The East Ambalak block is an extension of the Ambalak block, which incidentally 
is also said to have encroached on Malaysian territory, specifically Block ND6.

The two Malaysian blocks are located in waters up to 4 km deep, also known as

The disputes over ownership of thewaters near the Kalimantan Island escalated 
as an Indonesian official said here Friday that Malaysia's claim of the waters 
lacked legitimate support. 
    The validity of the map which Malaysia used to support its claim was 
questionable, and Malaysia, which was not an archipelagocountry, could not use 
a clause of an archipelago country's law todetermine its water boundary, said 
Marty Natalegawa, spokesman ofthe Indonesian Ministry of Foreign Affairs. 
    "The map is not only questioned by Indonesia, but also the countries in the 
Southeast Asian region as well as Britain, " he said. 
    Indonesia would persistently express rejection over any step taken by 
Malaysia to defend the claims, but it was also ready to settle the dispute 
through diplomatic channel, he added. 
    Malaysia won ownership of the two islands through a trial by the 
International Court of Justice in Hague. They stand northeast to the Kalimantan 
Island, which belongs to Indonesia. 
    On February 16, Malaysia's state-owned oil company the Petronasawarded a 
contract to the Anglo-Dutch oil giant Shell to drill oilin the waters northeast 
to the Kalimantan Island. The Indonesian government had awarded a contract to 
the US oil firm Uno Coal years ago to do similar things in the same area. 
    The Indonesian Government then lodged a protest against the Malaysian 
Government over the Petronas' action. 
    On February 25, the Malaysian Government responded to the protest by 
showing a map issued in 1979 and insisted that the waters belong to itself.

1. Segera perkuat armada tempur (udara) dan laut kita secara signifikan. Ini 
tidak bisa ditawar-tawar lagi, makin cepat makin baik karena kita berkejaran 
dengan waktu.

2. Bersiap-siap melakukan Mobilisasi Umum seluruh rakyat Indonesia, untuk 
mengatisipasisegala kemungkinan. Dalam keadaan seperti ini, bangsa kita harus 
benar-benar siap Perang.
