Fra i documenti disponibili esiste questo http://www.osor.eu/studies/expert-guidance/guideline-for-public-administrations-on-procurement-and-open-source-software-2010 che da giugno 2010 e' stato rivisitato inserendo anche problematiche giuridiche italiane. Si tratta di un documento giuridico di 78 pagine in inglese (con una sezione dedicata anche a gare d'appalto e contratti). Qui l'abstract "These guidelines seek to provide practical information regarding the law covering procurement. However, such law is interpreted by the courts: and very little European case-law exists for the public procurement of software.
