Call me silly, but I thought this was one of the original intents behind 
Linus's vision.  I guess it takes another standards group to get players 
like Red Hat back in line.

Free Standards Group announces release of LSB 1.1 
At the end of January, the Free Standards Group announced the release of 
version 1.1 of the Linux Standard Base (LSB) at the LinuxWorld Expo and 
Conference. The LSB's purpose is to make Linux adhere to a single standard 
so that it's easier for vendors and software products to be compatible 
with any distribution of Linux, regardless of the vendor. 
Most major distributions, such as Mandrake Linux, Red Hat, SuSE, Caldera, 
and others, have steadily changed their systems to conform to the 
standards documented by the LSB. The end result is to encourage large 
software vendors like Oracle and others to develop for Linux, knowing that 
if they develop on a Red Hat system, it will also work on a Mandrake or 
SuSE system. 
Combine the LSB with the Filesystem Hierarchy Standard (FHS), and there 
soon will be no learning curve to jump from one distribution to another.
