[liblouis-liblouisxml] lou_checkhyphens tool now available

The lou_checkhyphens tool is now available in svn. It is intended to
check hyphenation tables and the performance of the lou_hyphenate
function in lou_translateString.c . It is completely interactive, like
lou_allround . lou_hyphenate has received some bugfixes. There are more
to come. Hyphenation of translated words isn't too satisfactory.
