[liblouis-liblouisxml] help2man

I have two Linux installations, one Redhat Enterprise Linux and the
other CentOS. Neither has help2man available natively. I found help2man
on the gno.org ftp site. It requires locale::gettext . I found this on
the cpan site. For this package I ran "perl Makefile.PL". This generated
Makefile. When I typed "make", this file gave the error message "Please
specify prototyping behavioo for gettext.xs." What is required next?
I hope we can work this out, so that the manuals don't have to be
generated manually.
