Special symbols pages and transcriber's notes pages are used extensively in US textbooks. John, I'm on the BANA Formats committee, so I know you can expect to see a change in how the preliminary pages are handled with the next revision (hopefully early 2011). I recommend you build flexibility into the volume-creation scheme.
