Yes, that is the file.
However, it seems that what is documented there doesn't seem to match
what is implemented... So we're hoping that Bert can shed some light
on the issue.

As I told you on irc, the website was hosted by Mesar using ikiwiki. I'm not
sure if he still hosts it. Most of the content should have been moved to the
github wiki or issues. The source of the old site is still around in the
website branch of the liblouis repo.
