I am a bit confused here. I was under the impression, perhaps falsely, that
Spanish Braille was not contracted.

The nightly Windows builds work as far as I can tell, see
https://github.com/liblouis/liblouis/releases/tag/snapshot. It might be
a little bit hard to find the newest one as they are labeled with their
git hash tag. Check the size, bigger probably means newer.
Look at the bottom of the page where it tells you which hash is the
latest (as of this writing it is b315387) then search for this on said
page. You will find
https://github.com/liblouis/liblouis/releases/download/snapshot/liblouis-win32-b315387.zip
That should be the very latest windows binary as of this writing.
