Thanks Christian but I figured that out a while ago. Attached is a 32-bit
Windows liblouis.dll file for revision 528 and liblouisutdml.dll from 2/20/2012
for anyone who wants them.

Just check out the source from the repository (see
http://code.google.com/p/liblouis/source/checkout). Then follow the
instructions in README.windows, README and HACKING.
