[liblouis-liblouisxml] Making Windows Binary on Vista

For some time I have been trying to get around a problem with making a
Windows binary on vista. When I try to run the install command in msys I
get a Permission Denied message. This happens even if I type only the
command name and even if I am logged in as administrator. No other msys
command has this problem. I'm wondering if Michel or someone would have
a suggestion.
