I chose to do this as I have several small Braille utility programs and
didn't want to have each one having it own copy of liblouis. My approach
however is the exception to the rule.
NVDA the windows screen reader no doubt places them somewhere else. Liblouis
is a tool that developer employ in any way they see fit. It is not envisioned
that the end user would be installing it.

Rather it comes as a part of another program such as NVDA or
BrailleBlaster.
