I'm not exactly sure what you're after, but Ubuntu comes with liblouis and afaik the standard packaged liblouis installs its tables under /usr/share/liblouis.

If you manually install liblouis with the ./configure && make && make install dance, then the tables should end up under /usr/local/share/liblouis.

As far as I know liblouis will find the tables there without you having to do anything. If you want you can specify the LOUIS_TABLEPATH environment variable, which incidentally I thought was documented. But I can only find it in a very dark corner of the documentation.
