Wanting to restrict your Councillors and Mayor from contacting staff via Teams
and viewing the GAL. Information Barriers could be your solution.
I got the below information from Microsoft today. Sharing for all.
Information barriers is part of the Insider Risk management SKU and an integral
part of the M365 E5 license. The E5 license however is just a rolled-up
collection of individual components that can be purchased as addons to your
existing M365 E5 licenses.
To achieve your objectives, I would suggest that the best option is to just
apply an addon to the existing M365 E3 licenses that you have for the target
users. I have added the details of the SKU below in order that

quotation.

organization if it has the supporting subscriptions or

These licenses are not required to be assigned to all users in the
organization. They can be assigned to the specific users that you wish to

However, please note that your organization can have up to 5,000 segments and
users can be assigned to a maximum of 10
